enable BDD tests for sqlite databases
The database must currently be created by hand and the name handed
in via -DAPI_TEST_DB='sqlite:...'.

There are now minor differences in the output between PHP and
Python versions, so introduce specific tests.

bdd: clean up and extend API tests for details
- remove duplicates created by replacing HTML tests
with JSON tests
- add tests for newer functions for returning geometries
and hierarchies
